The independent financial risk analysis report by FMCAT details areas where GUSD needs to establish or improve finance and budget-related oversight & practices.
Dr. Watson and the Board of Education now have a list of actions they must take immediately to improve District finances. Our children are counting on District leaders to do their jobs well. Please send an email to the following Administrators and Board Members asking how they plan to do the following and when:

I am a constituent/parent/stakeholder/student writing to ask you how you plan to comply with the following areas where GUSD is either out of compliance or currently has no oversight. How and when do you plan to do the following, and how can we trust you will be transparent with us?
Implement a mechanism to prohibit requisitions when funds are not available.
Create a Budget Oversight Committee of parents, educators, students, and staff by January 2025. There is no reason why this should take until next school year to set up.
Prioritize fixing GUSD’s “essentially uncapped benefits spending” in future contract negotiations.
Establish internal controls to discourage and detect fraud.
Segregate, supervise, and monitor duties in accounts receivable, payroll, and position control.
Reduce administrative costs and staffing
Examine unspent Restricted funds
Audit Special Education resources, including spending on 1:1 aides that is not aligned with best practices
Provide a roadmap to restore 7th period should funds become available for 2025-2026.
Provide school sites with alternative schedules to a straight daily 6-period day so students have some experience with blocks before college.
